.400 and Signal Boost

It's grayed out for me.  Do I have to be activated first for it to ungray?  Also, does the 1.8W patch remain to .510?

As I know, if you update to 0510, FCC stilln remain but boost mode failed.

Is it actually disabled (boost in .510) or just not editable?  I downgraded to .400, flashed NLD (can't remember if boost was editable then) to enable FCC in UK, then upgraded to .510 again.  FCC does remain, boost is greyed out as has been said.

So in short, is Boost still applied in .510 after upgrading from .400 and enabling FCC & Boost?
